CEO RAIDING PAYROLL ACCOUNT BOUNCING CHECKS

The CEO of our company has been willfully, and deliberately, raiding the payroll account when money has been put in to pay employee's salaries and commissions. He has caused employee's payroll checks to bounce on numerous occaisions and this has seemily become routine. His personal life is in shambles financially and though his employee's produce enough to run the company, his reckless behavior and personal liabilities have caused undue stress on the employee's. The employee's are still owed commission's from prior months and he still sucks money out of the payroll account meant for the employee's. Shouldn't this scumbag go to jail? This is NO accident, he simply does not care if people's salary checks or commission checks bounce. What recourse do we have?
