unemployment question

My hrs were drastically cut from 40 hrs per wk to 17.5 hrs per wk and I was given a 3 day notice of this. My question is if I quit do to the fact of now I will get paid less then half of what I was making in a wk and can not live off of this being that I have two children and rent and bills ect. can I get unemployment if I quit? I was given a letter to sign saying that I either accept or decline the new postion. The letter also states that if I accept I will be placed a substitute list and if I do not sub I will have to voluntarily have to resign from my current full-time postion.
