should non-competes be identical for identical workers?

my non-compete with my employer restricts me from working in 2 counties. The same non-compete with similar workers (seniority job description, work performed, territory, pay, access to confidential info) restricts them to only 1 county! I have a copy of such 1-county restriction from an employee. Can my employer have different non-compete restrictions for similar employees? And to ice the cake, the employer sent this employee a letter in which they agree not to enforce 80% of the non-compete with him while they fight me in court for the non-compete they have with me! What happened to their business interests that they don't matter that much regarding this guy but matter a lot with me? I was never offered a "deal" to amend the non-compete.
