relocation accountability

My company asked me to relocate for a new job. We were half way into the relocation when the economy started to tank and there were rumors about my position and business being shut down. As a result, I asked the relocation to be cancelled and even though my house was sold, I wanted to keep my family where we were.

Sure enough, my job was eliminated and the company gave me a middle management role, demotion. Now, I am stuck with a job that doesn't offer the same money, and job offers right and left. But, my company claims if I leave I am stuck paying the bill for partial move. How can this be? They eliminated my job, reduced my pay. Don't I have a right to make a living? By the way, my boss gave me exemplary review for my performance.
