employer takes back commission earned

I have been employed for the same company as outside sales rep 13 years. We rely on "repeat business every month" Is it legal for my employer to NOT pay me a significant portion of commissions earned (repeating accounts I've brought in) due to not reaching goal of bringing in enough "new" business.

The answer to your question is that it probably is illegal for your employer to withhold commisions if you have a contract, written or oral, entitling you to commissions on your sales. There are also provisions in the labor code that might apply.
