cobra coverage

Hi

I worked for a company and in April of 2018 was laid off. I have been paying for Cobra since 5/1 and even received my Aetna card 5/5. I have had no need to use this medical insurance all year and on New Years Eve I went to fill prescription and found out I was not covered. I immediately called Aetna's number on my ins card and they told me I have not been covered since 5/1/2018! I then called OCA125 who administers my ex companies Cobra and they told me everything should be fine with me and when I explained what happened they told me they would look into it. They never got back. I then contact my old company HR person and she called her agent and then the back and forth happened. I was told it would be taken care of within 24 hours on Jan 2nd. It was not fixed. Multiple emails and phone calls by me again netted no good results and my ex company HR lady emailed me last Friday to tell me the error should be fixed by now. So...Monday I call Aetna...no fixed yet. Tuesday (yesterday) I call Aetna again...still not fixed. I then get in touch with agency and ex employer again and the agent ermails me back that he is waiting on AETNA...and here I am paying all this time and still not covered and I am also concerned about my tax liability of possibly not being insured...as well as preexisting conditions. The whole thing is a mess and I am not sure where to go at this point. My employer is from NJ,...I live in Rockland County NY
