Why Hr keep denying me accommodations?

I was hit by a car while walking in crosswalk returning to my work place. The result of the accident cause me to have surgery on my LFT shoulder, and to be out of work for 6 months. My job denied my FMLA as of January which was sent in October by surgeon. HR had me to do a non FMLA and denied that also. I'm ready to return to work but HR refuse to let me return. However, they feel there is no accommodation for me, which is not true. My Doctor agreed for the return with limited restriction due to still in therapy 3 times a week. Now I'm being told wait on ADA to determine and I will not see company doctor until the decision has been made. Also was told to look for a letter of intent in the mail to make a choice what I'm planning on doing with my career. Really think I'm being railroad. They have every paper work since I've been out. Its funny because my replacement is on a cane and can't walk steps, so who's accommodating her. My only restrictions are no restraints, no lifting 5lbs.I don't use these methods anyway, there is no need. I'm still under worker comp which has nothing to do with my HR decision on my FMLA or return to work.
