What protections and remedies as a Federal employee from retaliation, defamation, and hostile enviro

I am a Department of Defense employee with an impeccable record. I have never received any form of disciplinary action and my annual ratings are consistently outstanding. I work in an organization under a headquarters that engages in bullying, defamation, and harassment. This headquarters conducted a climate survey in 2014 and received many complaints about the headquarters staff mistreating personnel. After the survey I was appointed to lead a team to determine the nature of the complaints and make recommendations. I did this and gathered plenty of evidence but no improvements occurred. In fact, the treatment has gotten worse and has affected my health and my peace of mind. The headquarters employees make false claims, verbally and in writing against my subordinates.
