What law authorizes states to withhold UI payments as a penalty for failure to attend a RESEA meeting?

It looks like the UI RESEA program was amended on Feb. 9, 2018. In part, this strengthened audit requirements for states to reduce the amount of time people collected UI benefits. Most states instituted an auditing system whereby beneficiaries have to meet with auditors. Connecticut penalizes beneficiaries two payments if they fail to attend. I don't see any legal approval for such penalties. In fact, I suspect the 2 week "penalty" is used by Connecticut to prove to the Feds that they've been successful in reducing the time for collection of benefits.
