What can be done if an employer closes and bounces all paychecks for employees?

Hello, Employer recently laid off employees in the form of an email with no notice, on a scheduled pay date. These checks then bounced meaning the employees are out 3 weeks of pay (the 2 on the paycheck and the 1 week they were into the current pay period). The owner has not responded and since shut down all operations of his 2 companies. What can be done to hold this guy accountable? The company was formed as an LLC. Owner just up and shut everything down, not paying employees and no response to inquiries about getting paid. Single owner LLC.
