What are the consequences if I don't accept a per diem position in collecting Unemployment

I was notified by my employer that as of 1/30/10 I will no longer have my F/T, Benefitted, Hopice Social Work position. First I was informed that my work was not acceptable and that I made mistakes on my time sheets and I had 2 complaints against me from patients. So I was told that I wasn't a good fit for this company. Then I was told that my position was being eliminated and that there would no longer be a F/T,benefitted Social Worker job. Then I was told that the company would offer me a per diem position with no benefits.

If I do not accept this per diem position, with no guarantee of work, and having to pay the entire Cobra will I be unable to get unemployment. If on Unemployment I will be able to get Cobra on the Obama bill at 35% of the cost. What should I do and what are my rights?

Thank you for you answer.
