W4 discrepancy

Is it right to for an employer not to pay a newly hired employee a paycheck if there's a discrepancy with the W4 form i.e. entered exempt but was not qualified as one?
Is it acceptable if there were erasure? Or does it need to be original? Please advise. Thanks.
