Voluntary Severance Packages offered to all employees; but not offshore. Is this Discrimination?

Our company is being sold (stock sale) to another company. All of the employees of the selling company were offered voluntary severance packages except people who worked offshore.

My question is "it is legal to offer severance package to all employees except the offshore division" To me, it is discrimination.

Our goal is to receive the package and then retire.
