Unequal pay at work+Government facility

I work at the VA in Oklahoma City. Earlier this year they were hired with the promise that their pay would be adjusted to be more competitive with the civilian sector. They all have e-mails from higher ups saved that describe this in detail. They almost all turned down higher paying jobs to take this job and just about a month ago were informed that their pay would not be adjusted. A new hire with less experience and less education was just hired for much more than they're making because the boss was trying to hire someone closer to her age. Anyways I think with the e-mails alone, they have a pretty strong case, what's your opinion?
