The nursing home I have worked at for 25 years was bought and I lost over 350 PTO days. Is that legal?

I have worked at this nursing home for 25 years. I had over 700 hours of PTO. I do not carry short or long term disability because of the amount of hours that I have. The nursing home was bought and we have new owners. HR informed me I lost over 400 hours of my PTO. My new balance is 349. The only way to use this time is to submit Dr. Notes or other documentation. The previous owner told the employees that ALL of our vacation and PTO would carry over. It did not. How is this legal? I am being punished for my loyalty.
