Severance package accepted but employer wants to deny unemployment benefits can they do this?

My employer has offered a severance due to closing their facility. I work for a union shop and the first agreement is to offer a severance package and not to contest unemployment benefits. That was agreed upon by both the union and the employer. Now the employer wants employees to remain an additional 4 weeks on a "temporary basis" with no union, only receiving half of the severance until the end of the 4 weeks, and will deny unemployment benefits if employees do not stay the additional 4 weeks. Is this legal? Can they do this?
