Paid time off AND an absence?!

I understand that employers are authorized to force employees to use paid time off to cover unscheduled absences. Something else my employer does though is still count this absence against our absence percentage, so it's like double jeopardy. I can't seem to find anything saying that this is right or wrong. Myself and a lot of my coworkers feel like this is unfair. If they are taking our accrued time off, then we shouldn't get docked for the absence (unless we don't have the PTO to cover it).
