Our GM was recently terminated, and now the Director of Administration, who is also the HR Manager, is acting GM, how is this legal? There is no one to go to if you have an issue with this person isn't this a serious conflict of interest?

I am a 60 year old female and work for a government water district.
GM was terminated and now the HR Manager/ Director of Administration is in complete control of everything and everyone.
Isn't this a serious conflict of interest? I am the Executive Assistant to the GM and the Board of Directors, I am also the facilities manager and IT supervisor yet I can't get my job description updated since 2016.
