My employer sent me to a doctor for an examination. They paid for it and they are now refusing to release my medical record of that examination. Can they do this? They are flat out refusing to release my medical record and when I went to HR to view my emp

I was off for one year with a medical condition, severe tinnitus accompanied by debilitating headaches. I was to return to work in September 2014 but my employer waited until a few days before my return and told me that I had to have a "fitness to return to duty exam" paid for by my employer. My employer then waited two months to notify me of this doctors findings, providing me only with a quote that the doctor had concerns about my amount of sleep. I have asked the doctor and my HR director for this medical record/report and they are refusing to release it to me. Can they legally do so? I doubt it because it is MY RECORD ABOUT ME! PLEASE HELP!
