My employer determines merit increases based on goals they

self the year prior via a set assessment review. The goals are always met however once it is time for review they sent messages and emails stating to never grade yourself a top score because although you've met their goal they deem 5 star as off the chart (unattainable).

You're able to grade yourself from 1 start to 5 stars with 5 stars being the best aka goal met. However the emails sent before the review state that 5 stars does not mean goal met it means way more.
