Can an employer change a Severence agreement in the employee handbook with NO notification at all?

My company was bought out and our location is closing. So far they have given hundreds of union employees and, until now, non union employees severance. As a non union employee our severance agreement was included in our online Employee handbook, we were given a printout from our previous manager and an email was sent from HR with the same handout leading us to believe that we would also be getting severance. The company has now deleted the severance agreement from online without informing us and is refusing severance for all non union employees. Is this legal in the state of Nevada?
