Manager going into my personal items

My new manager and his bosses one day remodel the office. Didnt tell me or my coworker.
Me and my coworker have little drawers we got from our previous employer with our names on them for personal stuff.
This new manager and bosses went into our personal stuff, inspected every item and then decided what could be thrown out and what could stay. They didnt inform us of this and we only found out when me and my coworker couldn't find some items. Is this legal?
Everything is on video.
I spoke to HR and even though i said i didnt want them being spoken to them because of fear of retaliation, it was brought to there attention, he now doesn't talk to me much, keeps me in the dark, and I got a counseling for a different incident. It feels like retaliation for speaking up.
