Layoff end coronavirus

I have been informed my layoff is over but I will not be returning to my regular position. Pay will be figured on a historical basis. As a tipped employee how does this work? I have not been given duties just that we'll be preparing the hotel for reopening. The majority of guests at this time are healthcare workers and first responders. I am highly risk. While I am sure they take every precaution, there is a reason they're not going home to their families. To protect them. This reluctance is in part due to making more on unemployment in the sense that I feel I will be paid minimum wage as opposed to the $15-$20 I average an hour. My employer does not pay my tips which are obviously the majority of my earnings. This is in place through June 11th when they will reevaluate based on business needs. Restaurants in Milwaukee remain closed with no end date in sight.
