Is IP blocked retaliation?

I have filled a disability accommodation after being threatened of getting fired due to my disability. On the same day, I could not access my online account on my computer. Then, I have used a different IP address and it worked.

Is it retaliation, if your cannot access an employee site due to possible putting an IP block by your workplace? That site worked completely on different IP address. Does it have enough base to prove that it is retaliation? if it is, is there a way to prove it?
