Is it legal to report only a portion of an employee's wages as to avoid immediate tax liability, instead electing to report the correct earnings the following year?

2019 I earned roughly 12k. The w2 I recieved reflected only 1500. Requested but not provided correction. This resulted in my recieving minimal unemployment assistance, and disqualified me from much of the federal pandemic assistance due to my low earnings the previous 4 qtrs. My boss said he will provide both a 2019 and 2020 w2 this month reflecting my complete earnings. Can he do that?
