Is it legal for hr to pressure my boss to give me a bad review in order to justify a layoff?

My manager has told me that hr wanted him to put me on performance improvement plan to justify my lay off. He is losing the position. He will not backfill. I asked him to go back to them and ask them to lay me off the right way (due to staffing reduction not performance issues) they seemed to agree but yesterday he had to push out the year end performance review and it is one the "needs improvement" I believe to meet their request. He would not have failed me without their request to do so. Is that legal?
