Is it legal for employers to not pay their employees for mandatory meetings?

I am required to attend a monthly mandatory meeting on my day off that I am not paid for. I signed a form saying I would attend all mandatory meetings but it doesn't say I wouldn't be paid for it. My employer says because we signed that form we do not have to be paid.
