Is it legal for a school to not pay teachers sick leave based on where they contracted covid?

My mother's school is reopening soon and their new policy is that they will pay sick leave for COVID only if the teacher contracted it at school. I think this is a terrible idea because it encourages them to undercount in-school transmission, and it will encourage sick teachers to come into school where they might spread the disease. Is there any legal ground to challenge this policy?
