Is it illegal to block employees from making up lost time due to unplanned lateness?

Without warning or being in writing our employer stated that time lost due to lateness will no longer be allowed to be made up either same day, next day, or same week. So car trouble, traffic, childcare, you can't start your shift early or stay late. How legal is this?
