If you get 2 weeks of paid vacation can an employer say if you take during peak season at company then they will take 2 days of vacation for every one used? I live in wisconsin

This employer gives 2 weeks of paid vacation every year use or lose and the companies peak season is summer time and boss is upset when I want to use time during summer he is now wanting to change handbook to state that uf you use vacation time during summer that for every day you take he will deduct 2 days from paid time off and only pay for 1 day but still deduct 2 days so if I took off July 1st he will only pay for one day and deduct 2 days from paid vacation. Time can he do this legally just by changing employee handbook
