If my employer provided a class for CPI certification can that employer refuse to give me my certification and force me to recertify with another employer?

I am currently in training for Crisis prevention. At the end of training I will receive a card saying I am certified. My employer is stating that since they are providing the class and paid for the program I will not be able to use my certification with another employer/agency. They have also stated my certification card will remain in the possession of the employer and will not be released to the employee certified. Is it legal for my employer to put these restrictions on my certifications and any documentation of such certifications.
