If my employer agreed in email several times to pay me my earned PTO after lay off - does this constitute a written agreement now that they refuse to pay?

Worked Remotely in WA for TX based company for 10 months. Was laid off and received 10 weeks severance pay. At lay off, owner of the company said they would pay my 124 hours of PTO as soon as they had additional cash. At my last severance check, I inquired as to when they estimated they could pay for the PTO. They responded back saying they weren't paying it because Texas law didnt require them to. I said we had a written agreement and provided them the emails. They told me to leave them alone.
