If employer is forcing us to use up all of our combined PTO, does that violate the NJ sick leave law

Currently have combined PTO in NJ. Employer has recently started requiring us to burn through PTO based upon how much we have left. They want us to even use when we have < 20hrs. NJ implemented in 2018 a sick leave policy. Does my employer forcing us to use PTO all up violate the sick leave law?
