If an employer has a vacation cap policy but have chosen not to enforce it for several years can they suddenly decide to take an employees accrued vacation away?

I am employed by a company that has just been bought out by another company. I have accrued vacation on the books that is over the vacation policy cap of my original company. They have chosen not to enforce the cap policy for the 9 year duration of my employment. I need to know can they all of a sudden take away my accrued vacation?
