If I change the job description and hours for a position can the current employee grieve the change?

I am restructuring my department and looking into cutting one of my employees from 40 hrs a week to 20. I am planning on offering this new position to the existing employee. Can they grieve this cut this cut in hours? They are on a year to year contract and have been with the company for 10+ years. We are a government org not a private company.
