If a company has employees in Wi. but headquartered in Mn. Does that company pay into the unemployme

I worked for a staffing service with offices in Wi. Their corp. headquarters was located in Mn. I filed unemployment in Wi. (where I live) the state of Wi. paid me. Then later I received notice that I owed them because the state of Wi. stated that because the staffing agency was headquartered in Mn. I should have filed unemployment in Mn. Does the staffing service pay into unemployment in Wi. even though they are headquartered in another state?
