I was turned in for offensive behavior by someone who witnessed an interaction between myself and a coworker (1 second touch as a joke to upper breasts). HR is investigating. The

this was 1 second poor choice of action that was "witnessed" by another person. Myself and the "victim have a great relationship" and we both got pulled into HR. She has no intention of filing a harassment charge and is upset that I am being drug through the mud. I acknowledged that is was a poor choice of action for the joking circumstances. There has never been one episode of anything like this before. I have never been talked to by admin or the department that any behavior we engaged in was ever considered obscene or offensive. I have never been told that my actions make anyone uncomfortable and i needed to adjust my behavior.
