I was made a written offer of employment. At 6 months my salry was to increase and they didn't increase with no explanation when aske. Is this legal?

Employer emailed written offer. They said that at 6 months they would bump up my salary. At 5 months, review good, no mention of increase. When asked (twice), they finally said that they decided not to do it and that at my year anniversary they may increase my salary.

I will assume the offer which you accepted did not have a specific term. While the employer has technically breached a contract, it really makes no difference because they can cut your pay whenever they want to, and they can also terminate your employment whenever they want to.
