Signed contract let go for not moving hiring bonus question

I signed a contract with a company to move by April but has structural problems to with my house and haven't been able to sell yet. They terminated me and now expect full payment of the signing bonus. They have withheld my last two paychecks in full and want me to sign a promising note to repay the remainder over four payments. I said I would start payment when my house sells but the said no. Do I have any recourse? Am I able to claim Washington unemployment after working remotely for them for five months?

I live in Washington but was suppose to move to Kentucky. The signing bonus was 18k and the contract required I move by May 1.
