I didn't receive my full salary at the end of the year.

My employer switched from semi monthly to bi-monthly pay mid year and now my income on my W2 is short $3,000. They are saying the money has been moved to 2017. I have always received my full salary at the end of the year no matter what the date of the last pay period is. Is this correct? They are saying the money will float from year to year but when I quit I will get it.
