Any lawyer would need a lot more information than that to know whether you have a case. What are your qualifications, what are the requirements for the jobs for which you applied, what is your work history like, what evidence do you have that the reason you did not get the promotions is because you are a disabled veteran? On the surface, it would seem unlikely that the Veterans Administration discriminates against disabled veterans because of their status as disabled veterans, but I suppose it could happen. But proof would be needed that is the reason for the failure to promote you.
