How can an employer, funded by the government get away with violating laws?

FMLA violations-usage documented on annual review
Discriminate-against an employee with a disability that was stable be allowed to intentionally exposed employee to horrific working conditions that include, harrassment, defamation, involuntary transfer, refuse advancement despite being qualified and having an MSW and ultimately caused an unpaid medical leave.
Retaliation-accuse employee of violations including violence when new supervisor was picking work apart, ignoring calls/emails, refusing trainings, wrote employee 2 page letter that included a fictitious conversation as well as the disability. The employee followed chain of command and no one helped and after contacting commissioner of agency hostility became worse.
ADA,FMLA, Civil rights, Employee rights all violated.
