How can I find out if I'm being blacklisted

I sued the city I worked for when I was terminated, I won the case, now I'm thinking I'm being blacklisted, I find jobs I'm well qualified for but I think my former employer is giving a bad reference, how
do I find out, and if they are what can I do about it
