"Hourly, temporary contract employee" exempt status in California

I work for an agency, on a year long contract with a large company in San Diego. I am a software engineer, and earn over the threshold for overtime exemption. I am on a W-2 employee, and eligible for their benefits package.

The agency is claiming that I am a "temporary contractor", and so they only have to pay me for the hours I clock in for work, as well as not getting overtime for extra hours I put in... So if I have to leave early some day, or there's a day the business is closed due to a federal holiday, that I don't get paid for those hours.

This doesn't feel right to me, and is different to every other exempt position I've held in this state... Are they in the wrong?
