Fmla leave of absence

I had requested time off and under fmla leave for surgery . I gave notice to HR representative and then I was brought into manager office and was told I couldn’t take the time off then and had to reschedule the date of surgery. They still didn’t want me to have surgery then either but allowed that day but had a stipulation of only can be out 2 weeks . Dr wrote on fmla paperwork that I need six weeks out for recovery. Now they are telling me that either dr has to change the paperwork to 2 weeks or I cannot have surgery done. Can the employer do this to an employee.
