Federal Contractor Provisions:

Our company just got bought out. Immediately afterward we started getting an hourly pay reduction because they now have supposedly separated Health & Welfare. They now even it up to pay us whatever our previous hourly rate was. Example: I make $5/hr. (No H&W). New Company: I now make $3/hr & $2/hr H&W. (Shown as Taxable Gross income). As I read, H&W should be Separate, and in addition to whatever your hourly rate is and should be a benefit. Is what they are doing (saving themselves money it seems) legal?
