Fair Labor/Harrassment

In general-am employee of the state--with all perks that go with position as well as being "political"

I have a very stressful position dealing with finance and budgets---question I believe has been answered in an around about way with different postings--but was wanting clarification.

The dept was suffering with budget issues approximately 4 1/2 hrs ago--hired a retired state employee with financial experience from other position. She was fine until a "minority" was hired---she only works possibly 2 days a week-takes time off without letting staff know her schedule-she slipped in a friend to supposedly work for other "division" but this person also works only part-time and has fingers in our dept in deep.
She is not fair--she favors the minority to the point it is disgusting--and has also now put another person in a "key" position that had no skills--but has given her handheld assistance and no pressure until she feels comfortable in the work required to be performed. The complete opposite with a former co-worker and myself. She has yelled at me, expected me to be responsibile for financial actions that other employees have done on their own;--to the point-she more or less forced my co-worker to take a position elsewhere as she couldn't take the stress--and now I am having real physical/health problems with this. HR--and administration won't listen---as they consider her "key" in helping them financially. I now have assumed the work of 2 people; and the minority will not help--and has threatened me that he will report my behavior with him to supt--he is always looking to bring a discrimination suit against dept. Minority can't do his job-since I stopped answering his numerous questions about how to do his work every day--he relies on the other part-time person to assist him. Supervisor thinks he's terrific---is there any advise that you can offer. I also went to Employee Assistance--do get some feedback-and their response was quit your job.
