FMLA violation - return to work to "detail"- not same duties/responsibility

I am an OHR Division Chief supervising 10 staff. I was out on approved FMLA leave. Upon my return, I was notified that I was being "detailed" to a new assignment for one year. The duties, responsibilities, authority, are totally different from my responsibilities, duties and authority prior to my FMLA leave. The agency says they are NOT violating my FMLA rights because it is a temporary assignment. The FMLA law indicates you are to be returned to the same OR virtually the same position. While my grade and salary remain the same, the work is NOT the same. In addition, instead of reporting to the Director, I now report to a peer. I can not find anything related to FMLA and "details" or "temporary" assignments. Any advice would be helpful.
