FMLA Denial

I am currently on reduced schedule leave my doctor required for a new chronic health condition. My employer automatically refused my FMLA without any paperwork. She said what I have people live with it everyday. I am new to this and kept asking my manager which is also HR for any information nedded and would not get a response. I went to the doctor myself and had my doctor fill out a certification form. The doctor filled it out put my on a reduced schedule for 6-7 hours per day for 5 days a week. I'm able to miss 2-3 days a month for flare ups. I gave it to me employer and was again automatically denied because my doctor checked that "I'm able to do my job duties" can I be denied soly on this question even though i'm able to but on a reduced schedule?
