Even though I am classified as exempt, I am required to be in the office at least 40 hrs per week.

I am a computer technician working as a contractor for the Federal government. My position is considered exempt, and I receive a salary. My work involves responding to help tickets from customers in my area. I am required to submit a time card, and am required to be in my office at a set schedule, and remain at work for exactly 40 hours each week. I am not allowed to work less or more time. I am required to be present even when there is no work to perform. I was wondering if it is wrong to require strict time accounting even though my position is exempt. Thank you.
